Conflict Gauge: Terms of Sale
1. Who we are
Conflict Gauge: Iran ("Conflict Gauge") is a publication of MergeSeat, a sole proprietorship (eenmanszaak) registered in the Netherlands with the Chamber of Commerce (KvK) under number 42166850. VAT number: NL005550057B98. Address: the address registered with the Netherlands Chamber of Commerce (KvK 42166850). Contact: editor@conflictgauge.com. Card statements and invoices show MergeSeat.
In these terms "we" is MergeSeat and "you" is the person or organisation that buys a subscription or a brief.
2. What Conflict Gauge is
Conflict Gauge publishes weekly and monthly data editions on armed conflict, built from a dated, reproducible record of events, actors and related series. Each edition reports what the data records and whether the data supports a claim, with charts, the figures behind them and CSV files.
Conflict Gauge provides data insights. It is not political, geopolitical, economic, financial, legal, investment or security advice, and it is not a prediction. Measured patterns are not causes. Decisions you take on the basis of an edition are yours.
3. Who may buy
You must be 18 or older, or buying for an organisation you are authorised to represent.
Conflict Gauge is not sold to, and may not be accessed by, any person or organisation located in Iran, or located in, ordinarily resident in or organised under the laws of any country or territory subject to comprehensive sanctions, or any person or entity on a sanctions list of the European Union, the United Nations, the Netherlands, the United Kingdom or the United States. Iran is the subject of the series, not a market. Checkout and invoices block buyers located in Iran. If we learn that an account breaks this section we end it at once, without refund where the law allows.
4. Plans and prices
All prices are in euro and exclude VAT unless stated otherwise at checkout.
| Plan | Price | What it includes |
|---|---|---|
| Individual | EUR 99 a month or EUR 990 a year | One named reader; the weekly edition, the monthly review and the archive; the machine-readable edition |
| Team | EUR 1,200 a month or EUR 14,400 a year | Up to 5 named readers; everything in Individual; 2 questions a month for the team (section 7) |
| Extra team reader | EUR 150 a month per reader, up to 15 readers in total | Same access as a team reader; adds no questions |

Above 15 team readers, the price is quoted.
4.1 Individual plan: how you pay
The individual plan is bought online at conflictgauge.com. The sale is processed through Stripe Managed Payments: Stripe acts as the reseller and merchant of record for the purchase, charges any VAT or sales tax that applies in your country and issues your receipt. Stripe's terms for buyers apply to the payment. MergeSeat provides the service.
4.2 Team plan and briefs: how you pay
Team plans and briefs are invoiced by MergeSeat through Stripe Invoicing. Invoices are payable within 14 days. Business buyers established in another EU member state who give a valid VAT number are invoiced without Dutch VAT under the reverse-charge rule, and the invoice states "VAT reverse charged". Dutch business buyers pay Dutch VAT. Buyers outside the EU are invoiced according to the place-of-supply rules for electronically supplied services.
4.3 Price changes
We may change prices for future periods. We tell you at least 30 days before a change applies to your plan, and you may cancel before it takes effect.
5. Renewal and cancellation
Subscriptions run for the period you chose (a month or a year) and renew automatically for the same period until cancelled.
- Individual plan: cancel at any time in your account, through the Stripe customer portal linked from the account page. Cancellation takes effect at the end of the paid period; access continues until then. Payments already made are not refunded, except under section 6 or where the law requires it.
- Team plan: cancel by writing to editor@conflictgauge.com. A monthly team plan ends at the end of the paid month. An annual team plan ends at the end of the paid year; it is not refunded for early termination.
We may end a subscription for a serious breach of these terms (for example sharing a sign-in, reselling content or breaking section 3), after notice where the breach can be put right.
6. Consumers in the EU: right of withdrawal
If you buy as a consumer in the EU you normally have 14 days to withdraw from a distance contract. Conflict Gauge is digital content and a digital service that starts as soon as you pay. At checkout you are asked to agree that access starts at once and to acknowledge that you lose the right of withdrawal once access has started. Without that agreement the purchase cannot be completed. We confirm your agreement in the purchase confirmation email.
7. Team questions
A team plan includes 2 questions a month for the team. A question is one question on the dataset as held, answered in a written note of up to two pages with the figures behind it, within five working days. Unused questions lapse at the end of the month. A question that needs more work, new data or another theatre is offered as a tailored brief.
8. Tailored briefs
A tailored brief answers one question, on one theatre, from the dataset as held, in up to 8 pages, within five working days of the first payment, for EUR 1,500.
A brief outside that scope (new sources, a second theatre, your own collection, or work above the standard effort) is quoted first. The quote is free and states the price and what it covers. Nothing outside the standard scope is charged without your written approval of a quote. Briefs are paid half before work starts and half on delivery.
9. Your account and access
Each plan is for named readers. Sign-in is by a link sent to the reader's email address. Do not share sign-in links, sessions or API keys. A team admin may add or remove readers within the plan's limit.
10. AI agents and machine access
Every plan includes a read-only API key for the machine-readable edition. An AI agent or tool may read Conflict Gauge on behalf of the subscriber it works for on any plan. Passing edition content to other people's users or customers (for example inside a product, a service or an agent that serves third parties) requires the team plan or a licence. A data-feed plan is not offered yet; write to editor@conflictgauge.com.
11. Using the content
The editions, figures, charts, texts and CSV files remain the property of MergeSeat. What you may quote, reuse and republish, and with what credit line, is set out in the Figure Use Terms at conflictgauge.com/figure-use, which form part of these terms. You may not resell, redistribute or sublicense editions or datasets.
12. Corrections and availability
We publish on the stated schedule and correct errors we find. A corrected edition is published as a new revision with a note of what changed. Publication may be delayed by events beyond our control or by a defect in a data source; a delay does not by itself entitle you to a refund. If an edition is not published for two consecutive weeks, individual subscribers may cancel with a pro-rata refund of the unused period.
13. Liability
We prepare each edition with care from the record as held, but sources can be incomplete or wrong and we do not warrant that any figure is complete or error-free. To the extent the law allows, our total liability under these terms is limited to the fees you paid in the 12 months before the claim, and we are not liable for indirect or consequential loss, lost profit or decisions taken on the basis of an edition. Nothing in these terms limits liability for intent or gross negligence, or rights consumers have under mandatory law.
14. Personal data
How we handle personal data is set out in the Privacy Notice at conflictgauge.com/privacy.
15. Changes to these terms
We may change these terms. Changes for existing subscribers take effect at the next renewal after at least 30 days' notice by email; you may cancel before then.
16. Law and disputes
Dutch law applies. Disputes go to the competent court in the Netherlands (the court competent for MergeSeat's registered address). If you are a consumer you keep the protection of the mandatory law of your country of residence and may also bring a claim there. Consumers may also contact the European Consumer Centre of their country.
